The Per Capita Department at the IBEW International Office is responsible for processing per capita reports and responding to all related correspondence for over 672,000 members in over 800 IBEW local unions throughout the U.S. and Canada.
The primary duties of this department include:
- Updating the local union's financial records and the membership records stored in the IBEW computer system.
- Managing per capita deposits submitted by local unions on a daily basis.
- Reviewing and analyzing issues associated with IBEW electronic reporting systems.
- Notifying all IBEW district offices about their local unions' per capita status.
- Providing local unions with written feedback in connection with their per capita reports and payments.
- Reviewing the Membership Summary Reports.
- Recording all trial board assessments and payments.
- Processing all agency fee payer objections.

Change of Address Forms
Click here to complete a change of address. When completed, hit submit, and your change of address will be sent to the Per Capita Department directly. Local unions and members no longer need to mail in a hard copy of the change of address form to the international office.
To update your address with your local union, you can mail or email the completed form to your local union office.
An Important Note to All Financial Secretaries and Business Managers
Standard IBEW forms which are required for processing various transactions on your per capita report can be found in the Local Connections section of the IBEW website. Please contact the Information Technology Department if you need to know your local union’s password at (202) 728-6231.
The Labor Power Express and the eJournal accounting software is now available free of charge. This will enable your local union to submit per capita reports via secure file transfer using the IBEW website, as well as electronic fund transfers of your per capita payments.
A Reminder for IBEW Members with Participating Withdrawal Cards:
Participating withdrawal card (PWC) payments and any related correspondence should be directed to the attention of the Per Capita Department. Members who have been issued a PWC are required to pay their dues directly to the IBEW International Office quarterly (three months) in advance. Please make all checks payable to the IBEW, and include your full name and card number on your check. Payments should be sent to the following address:

Quarterly “A” Membership Participating Withdrawal Card Dues Rates
2022 Dues Rate - $117.00 quarterly ($39.00 per month)
Effective January 1, 2023 - $129.00 quarterly ($43.00 per month)
Quarterly “BA” Membership Participating Withdrawal Card Dues Rates
2022 Dues Rate - $60.00 quarterly ($20.00 per month)
Effective January 1, 2023 - $66.00 quarterly ($22.00 per month)

Your username is your IBEW Card Number and your password is the last four (4) digits of your Social Security Number (SSN). Should you need assistance making a payment online, please contact the Per Capita Department at (202) 728-6198.
If you have recently been issued a PWC by your local and are making your first payment, please include a copy of your PWC with your check.
