on financial decline Despite the recovery, median household income did not rise in 2003. Median income, in 2003 dollars, fell 3.4 percent from 2000. The largest income declines were among the lowest income households, a 2.2 percent decline from 2002 to 2003 in the average income of the bottom fifth of households.
