cuts will increase outsourcing Employers need a new generation of trained workers to replace the baby boomers who are starting to retire in large numbers. Because of Bush administration cuts in job training programs and educational budgets, replacements are harder to find. Companies will, inevitably, turn to outsourcing to fill jobs. The Bush administration has improperly denied income and training assistance under the Trade Adjustment Assistance (TAA) program to hundreds of workers who lost their jobs to unfair trade.
