Procedure for Local Unions Submitting Amendments to the Bylaws
- In accordance with Article XV, Section 6 of the IBEW Constitution, proposed amendment(s) to local union bylaws must be submitted to your International Vice President, who will review and forward them to the International President with recommendations.
- Local unions submitting proposed amendments to their bylaws must submit one copy with the proposed changes clearly The local union must utilize the track changes feature in Microsoft Word which will make the desired amendments easily identifiable. Changes may be submitted by paper copy and/or electronically.
- A cover letter must accompany the proposed changes and include the original motion(s) as presented to the membership. This letter shall also state that the amendment was enacted in accordance with the Amendments section contained in the current local union bylaws. However, proposed amendments involving dues, admission fees, and/or assessments will not be adopted except after proper notification to the membership has been sent out and by majority vote by secret ballot of the members in good standing voting at the second regular or special membership meetings. For these types of amendments, the cover letter must indicate a secret ballot vote, with a copy of the notice to the membership and the vote tally of the membership who voted.
- Upon receipt of the proposed change(s) and the recommendation of the Vice President, the International Office will review the submitted change(s) for compliance with the IBEW Constitution, IBEW Basic Laws and Polices, the Pattern Bylaws, and all other applicable laws.
- After any appropriate changes are made and the amended local union bylaws are reviewed and approved by the International President, the local union and/or the district office will be notified via letter with an explanation of any changes, additions or deletions made by the International Office and provided a USB flash drive or, if requested, a CD with an electronic copy of the amended official bylaws of the local union.
