December 2003 IBEW Journal Appointed The IBEW is pleased to announce the appointment of International Representative Will Paul as director of Support Services effective November 1, 2003. As director, he will oversee the operations of the Purchasing and Inventory Control, Mail Services, Reprographic Services, and Supply Services Departments. Brother Paul moves to his new post from the I.O. Utility Department, where he has served as an international representative since 1993, with responsibility for matters relating to all aspects of electricity generation--with a focus on environmental and worker safety concerns. Brother Paul cites as a primary focus of his Utility Department tenure "preserving quality employment and collective bargaining" for IBEW members and local unions. The Utility Department provides assistance to 433 local unions in Canada and the United States, supporting some 250,000 utility workers. Brother Paul has represented the IBEW on industry, labor, government and national consensus standard committees. In 1983 BrotherPaul was initiated into IBEW Local 300, Montpelier, Vermont. He is a product of the "nuclear Navy" and was a licensed nuclear operator employed by Vermont Yankee Nuclear Power Corporation. He acquired his NRC Reactor Operators license in 1987 and an NRC Senior Reactor Operator license in 1993. Brother Paul held several local union offices while employed at the Vermont Yankee station, among them chief steward and Executive Board member. A native of Baltimore, Maryland, he served in the U.S. Navy from 1977-83. The IBEW congratulates Brother Paul and wishes him great success in his new position. Appointed The IBEW is pleased to announce the appointment of International Representative Ricky L. Oakland as director of the Council on Industrial Relations, Bylaws and Appeals Department effective November 1, 2003. He fills the position vacated by Cecil "Buddy" Satterfield, who accepted a new IBEW appointment. Brother Oakland moves to his new post from the I.O. Construction and Maintenance Department, where he has served as an IBEW international representative since August 2002. In that post, he served as an alternate on the General President’s Project and Maintenance Agreement Committee, the Nuclear Mechanics Apprenticeship Process Committee and the North American Board of Certified Practitioners. He also served on the Project Review Committee, which reviews project labor agreements and services national construction agreements. A native of North Dakota, Brother Oakland was business manager of IBEW Local 322 in Casper, Wyoming from 1989-2002. His IBEW career began with his initiation into Local 322 in August 1982. At the local union level, Brother Oakland served on the Executive Board, COPE, JATC, Health & Welfare, and Safety committees. He also was a JATC instructor from 1986 to 1989. Additionally, Brother Oakland served on the Wyoming State AFL-CIO Executive Board and the Casper area AFL-CIO central labor council. He was the vice president of the Wyoming Building and Construction Trades Council, and served on the Wyoming Health Funds Alliance and the Foundation for Fair Contracting. In 1997 Brother Oakland was named "Labor Leader of the Year," an award presented by the Wyoming State AFL-CIO. He attended the University of Wyoming, where he completed instructor-training courses. The IBEW extends congratulations and best wishes to Brother Oakland as he assumes his new responsibilities. Deceased The IBEW is saddened to report the November 2, 2003, death of retired First District International Representative William W. Isbister. He was 78 years old. A native of western Canada, Brother Isbister was initiated into Vancouver, British Columbia Local 213 in 1950, later transferring his card to Victoria, British Columbia Local 230. In Victoria, he held the posts of business manager, president, financial secretary and assistant business manager and served a stint on the executive board and the apprenticeship committee. In the broader labor community, Brother Isbister headed the Vancouver Island Building Trades Council and the Vancouver Island Metal Trades Council. In 1971, he was appointed international representative, a post he held until his retirement in 1992. In that capacity, at one time or another, he serviced all or parts of the provinces of Manitoba, Ontario, Alberta and British Columbia. A veteran of the Royal Canadian Navy, Brother Isbister attended courses at the Canadian Labour Congress, the British Columbia Federation of Labour and the Canadian Federation of Labour. The IBEW extends its deepest sympathy to Brother Isbister’s children, friends and former colleagues. 1 Deceased The IBEW is saddened to report that former International Office Personnel Director Donald H. Fancey died on October 27, 2003. He was 91 years old. Brother Fancey was initiated into Pittsburgh, Pennsylvania, Local 149 in 1951. Starting out as a special assistant to then International Secretary D.W. Tracy in the International Office in 1949, he worked in positions of increasing responsibility until his retirement as personnel director in 1972. Brother Fancey was appointed director of Community Services activities in 1958. In that role, he was a member of the Greater Washington Central Labor Council Community Services Committee, the Steering Committee of the Health and Welfare Council of the National Capitol Area and a member of the board of directors of the United Givers Fund of the National Capital Area. In 1964, Brother Fancey was named assistant director in the Personnel Department; eight years later he was promoted to director. A fan of crossword puzzles, golf and baseball, Brother Fancey was past president of the International Office Retirees Club. The IBEW extends its deepest sympathy to Brother Fancey’s four children and five grandchildren. |
