Federal Judge Overturns Bush PLA Ban December 5, 2001 A federal judge has overturned President Bushs executive order banning project labor agreements on projects using federal funds. IBEW President Edwin Hill said the decision was "a major step toward allowing PLAs and will continue to be an effective blueprint for accomplishing projects in a timely, efficient manner." The IBEW and other AFL-CIO building trades have been challenging the action since the Presidents February order. The November ruling follows the same reasoning used a district court judge in issuing an August preliminary injunction against the executive order. In his 80-page decision last week, U.S. District Judge Emmet G. Sullivan said Bushs order illegally violated the National Labor Relations Act, precisely the argument the building trades made to the court. And the judge said Bushs order "removed an economic weapon from labor organizations, federal agencies and the recipients of federal funding." The Justice Department is appealing. |
