Lessons from California Deregulation California is in chaos because electricity deregulation removed protections on price and the reliability of service - leaving consumers paying higher bills as electricity generators and marketers charge all the market will bear. Twenty-five other states are in some stage of deregulation and consumers have little idea of the potential consequences.
