The IBEW Constitution provides that the International Executive Council shall act as the Credentials Committee for IBEW conventions.

Updated reports of the Credentials Committee were presented throughout the convention by Sergeant-at-Arms Committee Chairman James Bua from New York Local 3 to International Executive Council Chairman Christopher Erikson.

Erikson's final in-person report of the convention's Credentials Committee stated that, as of the close of registration on Thursday, May 12, the committee reported that 1,750 delegates from 539 local unions had registered and were present for the convention, representing a total membership of 605,535.
