The regular meeting of the International Executive Council was called to order at 8:30 a.m., by Chairman Pierson, on Tuesday, December 11, 2012, in Washington, D.C.Other members of the council in attendance were Calabro, Calvey, Clarke, Riley, Walter, Smith and Lavin. International President Hill International President Edwin D. Hill met with the members of the International Executive Council a number of times to discuss a variety of matters affecting all branches of the Brotherhood. International Secretary-Treasurer Chilia International Secretary-Treasurer Salvatore (Sam) J. Chilia presented financial reports covering the IBEW Pension Fund and the Investment Portfolio of the Brotherhood — both in Canada and in the United States. Legal Defense Payments for legal defense, made from the General Fund, were examined and approved in accordance with the requirements of Article X, Section 1, of the IBEW Constitution. Financial Reports The International Secretary-Treasurer's Reports for the various funds of the Brotherhood were presented to the members of the International Executive Council, examined, approved and filed. Local Union(s) Under International Office Supervision International President Hill advised the council members that Local Union 1658 was placed under International Trusteeship effective September 4, 2012. International Representative Carl Cantrell is the acting Trustee. A show cause hearing was held on September 27, 2012. International President Hill also advised the council members that after a review of the election conducted at Local Union 1377, voting irregularities were discovered resulting in his ruling that the election be re-run. IBEW Consolidated Balance Sheet/Income Statement covering the 3-month period ending September 30, 2012 Reviewed and Filed IBEW Pension Benefit Fund Consolidated Statement of Net Assets/Changes in Net Assets covering the 3-month period ending September 30, 2012 Reviewed and Filed IBEW Per Capita Objection Plan and LM-2 Reports for each International Executive Council member for the period April-December 2012 Reviewed and Filed Article XX and XXI Cases During 2012, the IBEW was involved in two disputes under Article XX of the AFL-CIO Constitution, Manhattan College, in Riverdale, New York, (UNITE/HERE and IBEW Local Union 1158) and Corbel Installations, in Bronx, New York, (CWA and IBEW Local Union 1430). The IBEW was involved in two disputes under Article XXI of the AFL-CIO Constitution, Guam Industrial Services, various military installations on Guam, (AFT and IBEW Local Union 1260) and Planet Hollywood, in Las Vegas, Nevada, (IUOE and IBEW Local Union 357). Appeal Filed with the International Executive Council The members of the International Executive Council reviewed the appeal by Vickie Dawson, International Office Employee. The appeal was denied. Resolution — Solomon Furer, Eighth District International Executive Council Member International Executive Council Secretary Lavin introduced, and the members of the council unanimously passed a resolution removing Eighth District International Executive Council Member Solomon Furer from his position on the International Executive Council for cause. IBEW Officers, Representatives and The members of the International Executive Council reviewed the actuary report and funding recommendations for the Plan. International Executive Council Secretary Lavin introduced, and members of the council unanimously passed a resolution to adopt the funding policy as recommended in the actuary report. The Resolution instructs the International President and International Secretary-Treasurer to take various steps over a reasonable period of time to reach a target funding level that is sustainable. Office Employees Pension Plan The members of the International Executive Council reviewed the actuary report and funding recommendations for the Plan. This regularly scheduled meeting was adjourned, on Wednesday, December 12, 2012, at 11:30 a.m. The next regular meeting of the International Executive Council will commence at 8:30 a.m., on Monday, February 4, 2013, in Naples, Florida.
