Appointment

James F. Combs

The IBEW is pleased to announce the appointment of James Combs as Executive Assistant to the International Secretary-Treasurer, effective March 1, 2002. He replaces Dale Dunlop, who retired. Brother Combs, a 30-year member of the IBEW, moves into the executive offices from Employee Benefits, where he served as director for four years.

Brother Combs was initiated into IBEW Local 307 in Cumberland, Maryland, where he was a member of the executive board, then served 11 years as business manager/financial secretary. He was president of the Cumberland-Hagerstown Building and Construction Trades Council and vice president of Maryland and Washington, D.C. AFL-CIO executive board. In 1984, he received the David J. Lewis Memorial Award as outstanding labor leader from the Western Maryland Central Labor Council.

A journeyman wireman, Brother Combs spent two years in the United States Navy and completed tours of duty in Iceland and Vietnam as a construction electrician. He spent 30 years in the Navy Reserves.

In Washington as director of the Employee Benefits Department, he was responsible for administration of pension, health and welfare reciprocal agreements. Brother Combs also tracked employee pension funds and corporations where that money is invested. He is a certified employee benefits specialist who is working toward a Bachelors degree in business at the University of Maryland. The IBEW wishes Brother Combs much success in his new responsibilities.
